Position Summary

Northeastern Public Health (NEPH) / Santé publique du Nord-Est (SPNE) launched on January 1, 2025, bringing together the former Porcupine Health Unit and Timiskaming Health Unit. NEPH/SPNE serves the Districts of Cochrane and Timiskaming and the townships of Temagami and Hornepayne – a region of over 290,000 square kilometres, making it the province's largest health unit by area – with 13 offices in 10 communities, a main office in Timmins, approximately 200 staff, and a large Francophone population. The organization shares lands with 14 distinct First Nations communities and many urban First Nations, Inuit, and Métis peoples. We are building one organization from two, and we are looking for an HR leader who wants to help shape it.

Reporting to the Director of Corporate Services, the Human Resources Manager leads NEPH's human resources function and owns the work of building a single, harmonized HR service for the merged organization: bringing legacy policies, programs, HR systems and employee records together into one consistent NEPH approach. The Manager leads a small professional HR team (Human Resources Generalist and Human Resources Associate), acts as a trusted advisor to senior leaders and people managers, and is accountable for recruitment and workforce planning, total rewards and HRIS, health and safety, disability and attendance management, manager capability and HR reporting.

The Manager is also NEPH's in-house labour relations coordinator and first point of contact for our two bargaining agents (ONA and CUPE). NEPH retains external labour counsel to lead collective bargaining and formal legal matters; the Manager manages day-to-day employee and labour relations, owns grievance intake and case files, briefs and instructs counsel, supports the employer team at the bargaining table and implements settlements and awards.

Qualifications 

  • Bachelor's degree in Human Resources, Business Administration, Labour Relations or a related field, or an equivalent combination of education and experience.
  • CHRP designation required or in progress; CHRL preferred.
  • Minimum five (5) years of progressive human resources experience, including supervision of HR staff, in a unionized environment.
  • Demonstrated experience in employee and labour relations, including grievance handling and working effectively with external labour counsel; experience supporting collective bargaining is an asset.
  • Experience developing and implementing HR policies and programs. Experience in public health, health care or the broader public sector, and in a merged or changing organization, is an asset.
  • Working knowledge of Ontario employment and labour legislation, including the Employment Standards Act, Labour Relations Act, Occupational Health and Safety Act, Human Rights Code, AODA, Pay Equity Act and privacy legislation.
  • Knowledge of benefits, OMERS pension, disability management, compensation and job evaluation practices; experience with HRIS and Microsoft 365.
  • Sound judgement and discretion with confidential information; ability to build trust with leaders, staff and union representatives; clear plain-language communication; coaching and mentoring skills.
  • Commitment to equity, inclusion, anti-racism and reconciliation.
  • Ability to communicate in both English and French is considered a strong asset.
  • Willingness to work flexible hours and to travel between NEPH office locations.
  • Access to a vehicle and possession of a valid driver's licence.
  • Satisfactory criminal background and vulnerable sector check.
  • Compliance with NEPH immunization requirements prior to starting.
